On February 2, 2006 Delta Dental's Washington Dental Services Foundation sent letters to Skagit County Commissioners Anderson, Dahlstedt, and Munks requesting that the Commissioners, acting as the County Board of Health, mandate that Skagit PUD water supplies be fluoridated. Delta Dental, a company that is in all 50 states, offered to pay for legal costs if the Skagit County Commissioners mandated that PUD fluoridate our water supply, and that decision was appealed. Additionally, Delta Dental offered to pay for fluoridation equipment in Skagit County. Why did Delta Dental offer to pay for not only fluoridation equipment, but also legal costs, in the event of an appeal? In the 3 months prior to the advisory vote, the pro-fluoridation Political Action Committee Citizens for a Healthy Skagit, received $ 96.213, 12 from Delta Dental in their attempts to buy a majority vote on the November 2006 advisory ballot. Very few donations actually came from Skagit County. Delta Dental has offered to pay for fluoridation equipment installed at PUD facilities. However, Delta Dental has stated that it will not pay any for damages that result from fluoridation. The County Commissioners in Skagit County also function as the County Board of Health. Have stated that they can, acting as the Board of Health, mandate that Skagit PUD fluoridate our water. At the May 8th, 2006 Commissioners Meeting, the Commissioners stated that the next step in responding to Washington Dental Services Foundation’s request to fluoridate our water supplies is to call for an “advisory vote” of a proportion of the PUD ratepayers. The advisory vote is scheduled to occur in November 7th. 2006 as a separate mail-in ballot. We have been told that the advisory vote is a nonbinding vote. The Skagit County Commissioners have stated that following the advisory vote, that they may still mandate the PUD fluoridate our water supplies. The Washington Dental Services Foundation, with former Supreme Court Justice Faith Ireland as their legal counsel, typically invests significant money into these efforts. Sources indicate that they put $260,000 into the (unsuccessful) Bellingham campaign to attempt to force water fluoridation upon the citizens of Bellingham. Fortunately, the citizens of Bellingham, who operated on a shoestring budget of $15,000, were supported by abundant academic research pointing towards the negative health effects of fluoride. They created a well-organized grassroots group that was able to defeat the fluoridation proposal in Bellingham this past fall. We are pleased to see that after studying and researching the matter, Mr. Newman has concluded that the advisory ballot initiative failed to garner the required 60 percent as required by Skagit County election laws. Its important that the PUD and County Commissioners respect the voters who rejected the matter. He makes a good point that the public policy makes sense to require 60 percent as fluoridating the water would affect everyone.
Second, Newman concludes that the PUD alone has the power to put fluoridate the water supply. According to the state Supreme Court case he cites, county health boards have no authority to force water districts to fluoridate.
